CAP Reform and Scotland

The European Commission produced its Communication on the CAP towards 2020 in November 2010, and since then debates about the future of the CAP have continued apace across the EU.


Within the UK, the devolved administrations wrote to Defra in January 2011, setting out the priority areas that they wished the UK to pursue in the forthcoming negotiations on the future shape of the CAP. In Scotland, the Pack Inquiry’s final report was produced in November 2010. On March 16th, the Scottish Government hosted a Conference on ‘The Future CAP for Scotland’ to help develop Scottish policy on the future CAP post-2013. The Scottish Government will take the views expressed by all Conference speakers into account when deciding what issues Scotland will be emphasising in the ongoing debate.

Several SAC staff attended the Conference, including Davy McCracken, Graham Kerr (both speakers), Douglas Bell and Andrew Midgley. The RPC has produced a Policy Briefing providing some reflections on the Conference and on the CAP reform debate more broadly. The Briefing outlines the views of these staff members following their attendance at the conference, focusing particular on Davy and Graham’s presentations which explored the challenges that need to be addressed within the CAP reform process to address biodiversity and climate change, respectively.
