Adapting To Paris

They say you can adapt to anything and certainly SAC Researcher Anita Wreford found it easy to take up the challenge in Paris. Dr Wreford has recently returned from the French capital which is also the base for the OECD (Organisation for Economic Cooperation and Development). There she presented the main findings of a report on adaptation to climate change commissioned by the OECD.

The report, entitled 'Climate Change and Agriculture: Impacts, Adaptation, Mitigation and Options', was presented to the Joint Working Party on Agriculture and the Environment.  Anita is a co-author together with Dr Dominic Moran (SAC) and Professor Neil Adger (from the University of East Anglia). They identified an emerging picture of climate change for OECD agriculture but highlighted gaps in understanding and valuation that still exist.

While the measures needed to adapt to climate change are broadly understood, any formal economic appraisal is proving complex because of missing information. However, the report stresses that cost-effective policy design for adaptation is still possible.  They can be more definite with regard to the mitigation of greenhouse gas emissions from agriculture as the understanding of abatement measures is improving.

The session in Paris gave OECD member country representatives a chance to express opinions on the report and make suggestions for the final publication. An earlier version of the report, by Professor Adger, focusing on adaptation alone, was never declassified, as the USA (under the previous administration) opposed the implication that some level of climate change was inevitable.  However the current US representatives were very positive, with the only contentious area being a section on biofuels.
