SAC Welcomes “The CAP Towards 2020” – Difficult Negotiations Ahead

SAC welcomes the publication of “The Cap Towards 2020” by the EU Farm Commissioner Dacian Ciolos. It recognises the considerable challenges facing the CAP going forward - including food security, climate change, strengthening economic and social cohesion across the EU and the need to continue to reduce the administrative burden on member states.
A spokesperson for SAC Rural Policy Centre said:
“SAC welcomes a very fundamental part of the argument in the paper about greening Pillar 1 but it raises questions about how this can be achieved effectively without creating more burdensome administration for farmers”.
With reference to the important role of Pillar 2 in contributing to the balanced territorial development of rural areas by improving conditions, empowering local people, and improving links between rural and urban areas SAC believes it is important that these continue as key aims and that the budget in Pillar 2 allows for this.
It was also significant that the Commission’s recognised the need for improving the functioning of the food supply chain to reverse the trend of farmers receiving a steadily decreasing share of the value added.
Commenting on the stated three main objectives of the future CAP a spokesman said,
“SAC was well placed to assist businesses and communities address issues such as sustainable production practices, innovation, improving competitiveness, providing environmental public goods, climate change mitigation and adaption, or diversification”.
“However clarity on the EU budget is still needed and it is important to recognise the document really outlines broad principles with a long period of debate and negotiations about the detail still to come. Publication of the Pack Inquiry Report means Scotland is well placed to influence debates at UK and EU level about the future of the CAP”.
