Purpose and the main objective was to support the:

• Adjustment of Polish agriculture to the requirements of EU integration
• Improvement of agricultural advisory system
• Establishment of producers groups as a more effective form of managing farm business
• Preparation of advisory staff to implement new sanitary and quality standards among farmers introduced as binding legal acts according to the requirements of the EU.

Specific objectives were:

• Strengthening and preparing the Polish agricultural advisory system to support EU integration through the pre- and post-accessionary period
• Developing the ability of agricultural advisory service to improve:
  • utilisation of CAP support programmes
  • implementation of EU sanitary and quality standards
  • establishment of producer groups
• Development of a "knowledge and information transfer" system within the national agricultural advisory system
