Are antibiotics permitted for the control of mastitis?

Yes, if no other remedy will be effective.

Prophylactically on a whole herd basis (i.e. dry cow therapy)?

No, this is not allowed, but it is possible to obtain permission to give dry cow therapy to individual animals with a high cell count, or persistent problems, and which are not to be culled.
